Given that cross matching is only applied post-off (http://www.betangel.com/blog_wp/2010/03 ... -matching/), does it affect the way the markets operate pre-off?

Cross matching is being applied Pre Play AND In Play.

Betfair have done at terrible job at publicizing this new development. If you Google 'cross matching Betfair', pretty much the only articles you get that were published this year are from Peter's blog...

Does cross matching apply to laying as well as backing, eg if I wanted to lay a particular horse for a stake of a grand, but only £900 was available, would the cross matching facility back the rest of the field to achieve the same effect?

I would advise people to untick the BA box with regards to showing Betfair's virtual cross matching figures.
If you keep it ticked it can seriously distort the true WOM.

Cross matching has completely confused a lot of people. In market terms it has altered the rate at which orders fill so that has added to the confusion, orders often fill when they shouldn't and often don't when you think they should. It's particulary dominant in certain types of markets. Everything worked just fine before so I don't know why Betfair had to change it.

I'm guessing this is what has changed the underlying market recently then in terms of fill rate in general for the pre race markets?

And presumably why the markets seem more "swingy" these days.
To my eyes it seems very rare to see a true scalping market currently.
