its a bit confusing at the beginning , but i personally liked to view the rule file as a semi automatic gun.

general tab loads the bullets into the magazine chamber ( back, lay,greenall,........)
-then puts a timer on the bullets .
-you can then set how many times you want to pull the trigger and at what rate.

conditioning tab gives the reason as to why you are firing in the first place. why are you shooting ? because my fixed odds are at 2.0 etc.
so to answer your question,
# as shaun said it will trigger when placing bets .
bet angel will then start monitoring the bet, providing you a feedback loop. it does this by assigning a number, amount, lay or back to any matched bet .
this way you know the number and amount of bets placed at any given time.
you can then use that information to set conditions .
I'd like to set signal with value,but not if placing bets and only when bet is matched,cause otherwise the signal will be set after first placing bet.
matched bets are automatically logged in the `log file` . you can use this matched bet information to set up condition that only allows more bets to be matched or stop the matching process all together. meaning , you can also set a condtion whose sole purpose is to set up a signal.
``when number of bets matched = x (0,1,2....) then set a signal name Y.
And if I wish add a SV to this back or lay rule,when is value stored - when bet is placed or when it's matched? I'd like to store the value as bet is matched and signal to be set when bet is matched too.
# as shaun said, SV will store triggered information and not the other way round. it will capture what has aleready been triggered.
