First rule to trigger - Time "at" / "until"

Rule Trigger Times:

Is my understanding of the option "First rule to trigger" -> "Arm trigger at" HH:MM:SS "until" HH:MM:SS" correct that:

if you leave both at 00:00:00, it will activate the rules as soon as the first rule has been triggered and then work with no time limit

If you use 00:00:00 till 00:00:01
Then yes, it (and any rule arm time) needs at least a 1 second window to trigger in, if both times are the same a rule won't trigger
