Cancel unmatched bets not triggering

I have an automation placing lay bets at half time. 5 mins after half time (65 mins after event goes in play) I want any unmatched bets cancelled, however this does not seem to be triggering properly and my unmatched bets are being left untouched, which consumes my bankroll.

Is the Row 2 Selection correct? This will only clear lay bets on Row 2.

The lay bet I am placing is on row 2 (over x goals) however I now edited this to ANY selection if that may have been causing an issue.

Row 2 should not make any difference. The rule looks fine.
My guess is the restrict refresh is not set correctly in guardian.
Guardian > advanced settings > Restrict refresh
