It's his office press secs you should listen to, they're like autocorrection feature: he says "I want this man out!" - he actually means "I want to dance a cha cha with him and tell another fantastic story 'bout ma family!"", he says "we're going for a (nuclear) WAR!" - it's actually means "It's poo poo time!"

Russia has stated it will bomb "decision making centres" in Ukraine if Ukraine does not stop attacking Russian territory at the border.

Russia is reported, even by western analysts, to have the best anti-aircraft/anti-missile system in the world, that's even a threat to the latest US aircraft. So it's surprising Ukraine can destroy their ships with cruise missiles, which are relatively slow compared to ballistic missiles.

Isn’t there something weird in the constitution which says nuclear weapons can only be used if at war ?

True. That boat has anti aircraft and anti missiles systems. Although, I was watching a program once on the history channel which said if you fire a missile at the back of a ship <= 5 metres above sea level then Radar, Sonar and the ships weapons system want always pick them up. It suggested it was something todo with the noise coming from the ships rudders and propellers which the ships defences have to ignore.
The stuff coming out of Russia on this is garbled. But then are threatening to attack Kyiv in retaliation. I didn't realise all fires were started by the city of Kyiv by ....... magic?
If you don't understand, Kai, it means the " 'merican way to combat" (carpet bombing and ect.). One of the things that make this conflict very strange is that no side declared war yet and sides involved in this conflict carefully protect gas pipelines and infrastructure across the territory.
