History Lists - Frequency of Stored values when creating conditions

Hi,

Is 1 second ago the highest frequency at which values can be stored in a history list?

If I had guardian refreshing at 20ms (streaming on) and I have a guardian file which used history lists would I be able to create a condition that checks a stored value against a history list and use 0.1 seconds ago to check what the value was 100ms ago?
