I have automation that places a bet on the win market if certain conditions are met. Is it possible to trigger a bet on the place market if the selection has been bet on the win market? If that makes sense.

Yes. Once your win bet is placed you set a shared stored value at event level. Then a rules file running on the place market can fire a bet on condition that that shared stored value is set.
