Hey guys,
Is there a way you can cancel a bet or lay within the 3 second delay period based on the price increasing or decreasing over the previous xxxxx seconds?

Cancel bets if price drops/increases
As far as I'm aware it's not possible to cancel a bet during the delay before it hits the market. You can store the current price in a history list and use the cancel all rule (assuming it's one bet) with a condition to test if the price has increased or decreased the required amount.
