Bot not triggering

Hi everyone. Cna someone please tell me what is wrong with my setup in this file. The bot is only triggering 2-3 times

Is there a goal being scored?

As soon as there is BF will close the market so no further bets can be placed

What about the next rule, will that not fire when the time comes

Not if the market has been closed because of a goal
