What does "Tapped for Tow" or "Tap for Toe" mean?

tapped for toe: doesn't have the finishing speed at the end of the race, could also be used in the middle of the race if the pace quickens and horse doesn't have the tactical speed

I was watching an irish race when the commentator mentioned it and it was right at the start of the race.
