What would be ideal and how might it change reponse times
Where is the best place to start
I live in a semi rural area and internet speeds are hardly optimum

I found that to achive the max refresh rate of 20 you only need to have above 1500kbm download speed any more makes no difference. As for computer my back has 3gb processor and 2gb memory and works well. However, my old back computer had 1.7gb processor and 1gb memory and would only refresh at a rate of 12/14.

The max refresh rate I quoted is refresh per minute. I think the 60/80 is the time of the refresh. Betfair charge you if you go over 20 per minute.

I don't know how much difference it make from 15 refresh to 20. But I like to run as fast as allowed it can't do any harm My date refresh is set to 20.

Yes they do charge, I once had betangel running on 2 computers as the screen went down one. They sent me a mail saying that I had gone over the limit and how much they should charge me. They said they would not charge me this time but the charge was very high.
I felt obliged to jump in here and clear up a few comments in this thread that could cause some confusion.
You will be able to get great performance with a 2Mb (mega-bits per second) connection acceptable performance with an old 56kbps (kilobits per second) dial up connection. From what I can see the entry level broadband speed is now 8Mb for 99% of the country. So this will be more than enough.
Processor wise, it depends what you want to do. If you are going to run Bet Angel and place a couple of bets per race using the one click screen then an old Pentium 4 running at 1GHz (1 Gigahertz) will be fine.
If you want to stretch Bet Angel and link Excel, run multiple markets and have a smooth performance then you will need a faster processor and sufficient memory. I would personally recommend a 2GHz processor as a minimum and 2GB (Gigabytes) of RAM.
You have also discussed refresh rates, response times and data request rates in this thread as if they are the same thing. These are three different things.
Data Requests
The data request request rate is set in the settings editor under the communications tab. This governs the number of data requests sent to Betfair and any number over 20 is chargeable. I have mine set to 15 unless I am using the VPS at the same time when I reduce it to 9 calls per second.
Response Times
The response times are given by the red 'R' at the bottom of the screen. From the user-guide:
These numbers measure the response time in milliseconds to Betfair for either odds retrieval or bet retrieval. There is no default correct response time. This will be very specific to your set up but by keeping an eye on the response time you will quickly come to understand what is a right or wrong response time.
I get anything up to 500ms (but averaging around 60ms) at home and less than 30ms using the VPS.
Refresh Rate
The refresh rate is how often Bet Angel refreshes the screen or various data sets. Bet Angel is now so flexible you can control various aspects of the application down to a micro-level. See the communications tab again for refresh rate settings.
I thought it would be useful to post up clarification of these different indicators and settings.

Here you have mentioned the refresh rate (per minute?), the response times and ended with the data request threshold. I FOUND THE MOBILE TO RISKY.ESPECIALLY WHEN USING ALOT OF DATA .WITH LIVE VIDEO FROM AT THE ADVERTS ,AND WEB PAGES OPEN ALONG WITH BETANGEL.etc ,I WOULDENT USE MOBILE AGAIN.ALSO IT HAS TO BE BAD FOR YOU SITTING BESIDE ALL THAT WIRELESS ALL DAY, IM PLUGED INTO THE WALL NOW AND STAYING THAT WAY,
