Is TPD only available at certain tracks, or certain meetings at certain tracks?

I'm totally new to this guys, having only traded 70 markets, and have just seen something weird, can someone hazard a guess?!
Nottingham 6pm Nov Stakes today, Alfa Whiteburd.
Price was at 3.05, but £33k was sat up a few ticks away for quite a while, sticking out like a sore thumb around queue of a few hundred! Price started contracting down to 2.9, at which point £31k appeared at that exact price. Seemed like none of it got matched as price continued coming in and left it behind at 2.9, and then that money just sat there!!!
I didn't notice it during the trade, only once watching my video recording back did I spot it!
Is this a bookmaker trying to offset liability?! How can anyone expect to dump that much cash in like that?!!
Any ideas much appreciated so I can start to understand these interesting occurrences!!

It'll only be guesswork but could be someone just trying to get as much on as possible down to a given price, 2.9 in that case. It might have also been trying to skew the weight of money or to encourage people to get in front of it and push the price down, which it did. The fact it didn't seem to want fills suggests to me that the latter was the case.
There's been a lot of this sort of thing lately, people usually see it on the top end of the market but there's been a lot of 3000+ offers on those that are 20/1+ too.
