Importing markets

Is it possible to import all football markets for a given day into excel or a csv file preferably with the odds on offer at any given time? Will I need to.sign up to betfair api program or whatever its called to do so?

The reason I ask is I was chatting to a bookmaker and looking at some odds on offer "underground" in the country I reside and there were.some great opportunities available on hand at first glance and also there are lots of markets they dont offer.
