I am having trouble with rule triggers.
I am setting up arming times that run until a later time but they are not being actioned - is there something obvious I am doing wrong?

There could be several reasons why your rule triggers are not being actioned. Here are some things you might want to check:
Time Window: Ensure that the time window for your rule is correctly set. The rule can only trigger if the current time falls within this window. If the market is only being refreshed once every ten seconds, having a two-second time window could prevent the rule from triggering.
Conditions: Even after a rule has been rearmed, all the conditions need to be satisfied again before it can trigger. Make sure all the conditions for your rule are being met.
Rule Rearming: Check the rearming time for your rule. This is the minimum amount of time you want to elapse before the rule is able to trigger again. Once this time has passed and the rule rearms, any conditions you have in place also need to be satisfied again before the rule can trigger.
Number of Triggers: Check how many times you have set the rule to trigger. If you have exhausted all the triggers, the rule will not be actioned again.
PC's Clock: Bet Angel uses the time on your PC's clock for comparison, so always ensure it is updated and correct.
Market Status: Some rules can be set to trigger even when the market is suspended. If your rule is not one of these, it will not trigger once the market is suspended.
Signals: If you are using signals, ensure that the required signals have been set by the previous rules. Some rules are dependent on the signals set by the previous rules and will not trigger until the required signal is set.
Remember to always test your rules in Practice Mode first to ensure they are triggering exactly as you want them to.

Maybe post up some screen screenshots showing the settings you've used on the General and Conditions tab?
Also how many markets do you have in Guardian at the time and what refresh rate are you using?

I am seeking to place a lay bet with rule trigger times to arm 00:07:00 after event start time until 00:08:00 after event start time. (being 7-8 minutes after start time.
I have set to allow rule to trigger once on every selection and to rearm after every refresh.
I am restricting refresh to 1200 before and 1900 after and have nothing else listed in Guardian....
Refresh interval 750ms
It is not arming???

They would normally have gone in-play by the time you rule triggers so are you able to bet on in-play markets from your location?
Or are you using a VPN that is maybe routing you through a country where in-play betting isn't allowed?
It will be written in the Bet Angel log if the bet is being rejected by Betfair
Can you can place a bet manually on that market once its gone in-play?

I still have a problem with pre-match arming not stopping until the market turns in play even though I set the rule to run until 30 seconds before event start. Any ideas on why that is happening?

Is the rule placing any offset bets?
If the opening bet is placed before the rule disarms 30secs before the start, and it's then matched after that the offset will still get placed
Unmatched bets don't get cancelled when the rule disarms - that just stops it triggering any more
You'll need to add a 'Cancel all unmatched bets rule' and arm that to trigger 30secs before the start
