"Take SP All Unmatched Bets" with conditions?

I'm trying to exclude all lay bets using conditions, but this rule seems to trigger whether the conditions are met or not.

If you leave the 'apply to selection' as its default Betfair row 1
The rules will test any conditions against the horse in row 1 if that runner satisfies them it will still take SP on all unmatched bets on all selections
