Can somebody please confirm that in the condition below, one tick gets subtracted from the best back price and not the money available at the best back price?

The adjustment applies to Value B rather than any intermediary values used to derive it.
So in this case the adjustment applies to the Money available.
If you want to adjust the price before the lookup, then set another stored value in a rule that runs on every update.
Then use that stored value as the price that you wish to use when looking up the money available. i.e. Use the Price option 'Held in another stored value'.
