Why that file is triggering although conditions?

My file is triggering although conditions,why?

I have that condition - Back Price to be at least 3 ticks less than Lay Price - I mean if Lay is 1.24,then Back Price should be less than 1.22 so rule to be trigered.But it's trigerred thus there's no any gap between two prices 1.23/1.24 - and it placed Lay bet on 1.24.Why is that?
