Timed refresh of external data source

I am linking an odds comparison site into my workbook. What I want to do is a single refresh of the external data 10 seconds before the Event Start time.

My idea was to create a VBA code that would trigger a data refresh when Countdown reached 00:00:10. I have tried a simple code such as 'If Range("F4").Value = "00:00:10" Then RefreshAll' but this does not seem to work.

I cannot link the timed refresh to Now + TimeValue because my connection time to the market will vary.

Any thoughts.
