Feral youth created by a failed leftie education system and the human rights nonsense of the last 30 years.
There was a program (Ross Kemp?) about the toughest prisons in the world... I think the one I saw was in Peru where the prisoners effectively run the place with a skeleton prison staff and on a shoe string budget. It was more like a secure shanty town. Can't we send our scum there? It would be a fabulous deterrent... 3 strikes and Peru. Then we'd see how tough they really are.

I saw a Banged Up Abroad which featured a prison in South America, and it sounded like Dante's Inferno!
The British prisoner was made to feel welcome on his first night by inmates who kept thrusting their machetes through the bars in his cell door (which was unlocked in the morning)!
