Is a Partially matched bet classed as both matched and unmatched?

A couple of conditions that may help you out.
Store value condition > unmatched bets information
Or
Unmatched bet amounts
Both of these can be set to back or lay.

It also advised to add a cancel rule for unmatched bets before greening / taking SP.

What I would do is copy the take sp rule and change that to a cancel rule for unmatched bets.

Then add a unmatched bet condition the selection = 0 to the take sp rule.
The cancel rule should be before the take sp rule.

I would like BA to keep firing in opposing sp bets as the stake is being matched min £2 of the initial stake in batches but its not possible in Excel at the moment that would probably get me closer to solving the problem. I cant cancel the unmatched bets as I am trying to catch late value before the off but if the race is going off late after the official off time.

Unfortunately, the Take SP bet placement will always be behind the last refresh.
If a lay bet is matched on the last refresh , well you know the rest.
