I'm not sure, James. I didn't have any bets or trades as I never touch the Irish racing due to silly volatility and frequent odd events, so can't comment on that. It says 'Betfair' so I'd guess you might be right as there's no upper limit for the free bet amount, which seems generous of them (unusually!)
