Complex conditions using stored values

Hey just had a two part question:

1.I have imported stored values from a file, a value lets call it A for each of the horses was in the file(one row for each horse). I then exported it to see if the values are read in correctly. The output I see is date time, Race title, G_AUTO1,Horse Name 1,1,A,value,Horse Name 2,1,A,value,... Where horse name is the horse names and value is the value for A for that horse. Is this the correct format ie has bet angel read in my values correctly

2. I want to do a condition based off these stored values. I want guardian to consider each horse, and if the horse passes the following condition it should place a back bet: The horse has value A that is greater than the value of any other horses A THAT HAS price less than 15 ie I want it to do this check but only for horses with price less than 15. can someone help me with how to write this condition?
