Back condition not being observed

If so have you checked the stored value tab on each of those rules to see if any of them have a 'Clear stored Value' set when they trigger?

Alas, no, none of these are the case. Also, I don't think I have ever cleared a SV in any BAF I have written.

Thanks for everyone's help and suggestions on this.

The problem seems to have gone away thankfully. I was setting a SV in the green rule that I was also using in the condition
condition: Green All Profit > greentgt for Market
SV set: greentgt=the market's Green All Profit

I have reworked this to set the SV in a later rule.
I believe something was going awry in the green rule (although I can't prove it). As a side note I think setting an SV here seems to occur before the action of the rule (ie Green All Selections) - not sure if this is by design or not but it is an observation.

Don't forget there's a Betfair-enforced delay in most in-play markets, including tennis. The action of greening in-play will take several seconds to be complete whereas the SV will be updated immediately.
