To put pressure on the government.
Mr Cameron might view the public as serfs who are not fit to wash his feet, but he needs their votes in order to continue looking down on them from his lofty perch. And if he's constantly being bombarded over Europe, it will be harder for him to get re-elected (and let's face it - the BBC love nothing more than talking about divisions within the Tory party!).
So hopefully the net effect of the pressure will be for Mr Cameron to throw a bone to the Eurosceptics and repatriate some powers from Brussles (or at least give them fewer additional powers!).
And it may create momentum, and send a message to future political leaders that denying the British people a say over Europe has consequences. In today's opinion poll driven politics, that could have a big impact...
