Is Betangel working here in Brazil? I ask because the current connection address is betfair.bet.br.

Unfortunately not. as you partly mentioned the regulations for accessing betfair.com changed in your country on 1st January this year and although Betfair created that local exchange domain for Brazil, your local regulator refused to allow the new local domain to be used by Bet Angel unless there were made significant changes made to the software.
This included a full translation of every screen plus the entire user guide which would be no easy task and would take several months at the very least to complete so for the time being anyone located in Brazil will no longer be able to use Bet Angel.
