Ah, OK, I’m with you now. It does look like the attacker’s upper body is in front of the ball.

Perhaps VAR confine their attentions to feet in such circumstances, when they’re only looking at a player’s position relative to the ball.

It is slightly odd, because I was sure the ruling was for the torso to be in an off or onside position.

The ruling is any part of the body that can legally score. That photo's taken from a wonky angle; also perspective is deceptive, and grass shadings can be yards out of kilter.
