Historical Stored Value Comparision

Hi Experts,
How do I compare a stored value for event with its value from 5 seconds ago?
I want to trigger a rule when the current stored value for the event is greater than the value 5 seconds earlier

I want to set this condition:

StoredValue1 (current) > StoredValue1 (5 seconds ago)

Probably the easiest way is to use a history list

Issue is this is for the market and I want to compare the values for the event.
