No. Betfair will match you straight away at the higher price.
The only way to achieve this is to set a back order at the desired price on condition that the back price is currently trading at the desired price. Obviously you risk the price moving through your target position before you get matched, especially if you are betting into a market with a betting delay.

What about storing the price at x number of ticks below current price at a specific time then use that for the condition, place bet at number of ticks below current price with the condition the stored value price is currently the price. Would that work?

If you put the bet into the market and there is a better price available then there is no way to prevent that bet matching at the better price. The closest way to achieve what you are looking for is to set Bet Angel to place the bet into the market at the point where the price is most likely be sitting at the target price. So placing a bet at target price on condition that the current price is at the target price is probably the place to start.
