I am wondering if somebody could help me understand something.
I have some rules that are identical for the first 4 in line of favouritism that involve stored values.
At the same time prior to the jump I set a trigger on all 4 runners to place a back bet but they don't all trigger and it seems to be random which ones do (eg in one race the 1st and 2nd favs trigger, then 2nd and 3rd, sometimes none etc.).
Why might this be happening?

Difficult to say without seeing how they are configured, but I'd start by checking your conditions
Maybe remove them all in each rule so you just have 4 bets that all trigger at the start then begin adding the conditions back in one by one until you find where it stops working
Also have you checked your log to see if they are definitely NOT triggering?
Maybe they are but not always getting matched
