My guess is that the ir bets will be voided.
It will be returned to a PR market with the horse that fell withdrawn and RF applied.
Though a precedent has already been set. If anyone can be bothered search the forum for the Arc meeting a few years ago where the same or similar happened. Find the thread and you will find what BF did in that case most likely.

It was the 2008 Prix de l'Abbaye so before the Forum started so no luck there - Peter guess you will have some records on it?
"The scheduled running in 2008 had a false start and was declared void. Stall number 17, the starting berth of Fleeting Spirit, failed to open. A signal was raised for the jockeys of other horses to stop racing but most did not initially respond, and some continued to race to the finish. The first to the line was Overdose, whose unofficial time of 54.0s, assisted by a strong following wind, would have set a new record in the race. A re-run was arranged, but three of the original participants, including Overdose, were withdrawn. The rescheduled running took place at the end of the day's racing, about 4½ hours after the void race."
Why can I remember things like this years later but someone tells me their name and I forget it within 30 seconds
