No but they should as being late off impacts on the Levy. But only fine them when it is just due to laziness such as Epsom yesterday imo, where things are out of their hands such as Punchestown today or a horse losing a shoe they shouldn't be fined. When you look at how efficient Oz is at getting racing off on time it really makes you realise how rubbish we are, but there is little to no incentive to get off on time.
