That error appears when Windows cannot find a full, local installation of Excel.

Another thing that can cause this is choosing the wrong document format during install.
When installing Office 2010 you will be asked to choose between 'Office Open XML' and 'Open Document' formats.
Choosing the latter will render your install of Office next to useless if you intend to share with 99% of the world and link to applications like Bet Angel.
