I would like the tick offset/counter bet only to be submitted once the initial bet has been matched (either partially or completely)...I don`t want them to be submitted simultaneously....anyone knows what to set?

TICK OFFSET QUESTION
You need to use fill/kill and set a reasonable delay.
This tells Bet Angel not to submit the offset until the initial bet has been filled. If the bet is not filled by the delay time then the bet is killed.
If there has been a partial match in that time Bet Angel will kill the remainder and adjust the offset accordingly.
