Betfair access from Estonia blocked

Estonia passed a new gambling act a couple of months ago requiring all foreign operators of online gambling sites to obtain a license. Being a small market, there are only a handful of mainstream ISP's and apparently the tax board gave the ISP's a deadline of yesterday (March 15), under threat of fines, to start blocking "unlicensed" gambling sites.

Here is the message one now receives when trying to access one of these "unlicensed" sites:

And unfortunately, it seems Betfair is one of them:

I've contacted Betfair to see if they are aware of this issue and what are their plans to address it (or not bother with it). The person I spoke with was unaware of the issue, but promised to send me a reply by email once it had been looked into. Also, he advised using the work-around site that those in Italy apparently have to use, but was unable to provide any info about API access.

Is it possible to use Bet Angel to access Betfair through work-around sites, for example, like those in Italy apparently must use? I imagine the issue in Estonia could end up being similar...
