Who owns the racing data?

I'd like to set up a racing website, but have no idea who to contact about using the racing data. The Racing Post & Sky Racing get their info (as do many other websites ) from somewhere but I've no idea where.

Can someone point me in the right direction?

i think you may be best to start with the BHA as they decide the number of fixtures, number of runners, balance of fixtures between flat and jumps, evenings and weekends etc, distribution and bidding for fixtures etc.

so initially i would assume all the data for future fixtures is theirs, but stuff like previous form not so sure.

also RACING IRELAND for the irish racing.

Thanks, it's the stuff like previous form I'm after. I can get it, but would prefer to do it without the likelyhood of being shut down because I'm breaching someones T&C's.

Could you collect data from say betfair/ betdaq and the high street then put it together to make your own data which could possibly belong to you?
