How do you handicap a horse that's never raced before? Is it purely a case of looking at its pedigree?

PS Speaking of pedigree, does anyone else think Fayre Bella was overpriced in the race she won the other day (her SP was 100-1 and she traded and 1000.0 on Betfair)?

She had only run once previously, and her sire, Zafeen, looks quite handy: http://www.racingpost.com/horses/horse_ ... _id=745506
