How I know when is available a event market?

Sometimes I can not work in the Horses Racing in-play. But I would like to know if, Can I put bets automatically when the markets go out? or Can I know when (exact time) go out the events markets?

They normally get up around 12 the day before but you have to continue to query the API till they become available.

Could you recommend me how is the better way to see horses racing online/TV? Because images Betfair are delayed 2-5 seconds always.

All pictures have some delay, Betfair/Betdaq video is usually at least 2-3 secs ahead of sky and other satalite transmissions.
