Is there a minimum processor speed, Ram set up that I should be looking to buy above for running Bet Angel with charting etc or are most new computers more than capable? Also has anyone any experience of buying reconditioned units?

I've been using my 2-year old lap-top and found its not really up to the job for BA, there's a problem with the graphics drivers and/or graphics hardware causing my desk-top to freeze, you need a reasonably fast computer with up-to-date graphics drivers and hardware.
I've got a pretty old PC, Intel Celeron 3.5ghz, 2.5GB RAM and have never had any problems. Unless you're looking to customise with 8 monitors or do something extroadinary then Im sure any PC out there costing a couple of hundred would do the job just fine

Walshy...I would say that any modern PC with a Dual Core CPU would comfortably handle Bet Angel and trading.
Just for fun I fired up an old Dell Laptop that uses a P3 500Mhz CPU and it worked just fine. It was a bit sluggish with 512Mb of RAM but I added another 512Mb and it was fine!
One of the biggest issues I have found is with the graphics card. I would advise you to get a separate graphics card, ATI Radeon or NVidia will do - £40. The onboard graphic chips seem to struggle and cause most of the problems I have encountered.
If you choose a Laptop then please don't get stung for a graphics splitter/adapter box. Most laptops have a video output (DSUB or DVI) and this is all you need to spread your desktop. You simply connect the extra screen, go into Properties (Right click on the desktop) and you will see 2 monitors. Put a check in the "Extend my windows desktop to this monitor" (or something like that) and hey presto you can now drag windows onto the extra screen.
I have seen so many people get swindled by IT suppliers who make them buy a USB or separate splitter that is completely unnecessary. If you want to run more than 2 monitors then okay but for two you just need the extra screen and a cable!
