Anyone knows what is the minimal refresh rate without paying to betfair?
And What is the minimal refresh rate if I would run 2 Bet Angels on 2 different computer? 350ms on both would be ok?

As far as I'm aware Betfair did away with the data request charges when they brought in the newest API so no need to throttle your requests.
I think they limit software providers to a max refresh of 0.2 seconds but's that's to cut down on unneccessary price requests rather than throttling. As long as you're actually generating comms and not hammering their server I can't see them having any problem, certainly not with two instances of BA running a few windows @ 0.2 seconds each.
The transaction charges for placing over 1000 bets per hour are still in place but that get's offset against comms paid, so unless you're betting in very small amounts that's usually offset anyway.

Just beware of the 1000 limit per calendar hour on transactions. I once had over £200 of charges removed from my account for this (though I did get a refund, due in part to the friendly help and advice I received on this forum).
