Thats why Messi, Ronaldo, KaKa, Rooney, Eto`, Iniesta, Xavier, Riberry, Alonso, Ibrahimovic, Sneider and many more are all playing for Chelsea and Man city. we can argue for ever .
I don't think it's the case that Chelsea or City couldn't afford those players. It's more that they didn't want them and/or that the player was happy at their current club.
That said, it wouldn't surprise me if City make a move for one or more of the players below in the New Year!

What happened in the arsenal game was just a reflection on what was happening on the pitch..
