I have an idea - is software enough or do I need to program

I have an idea, but it requires quit a lot of conditions.

I have a lot of ideas for this conditions; let me give you one example.

It's 70th minute (1st condition) of a football match, result is 0:0 (2nd condition), and the current live odds for under 2.5 are 1.1 (3rd condition). Also, we can see the prematch odds on the 90% of the bookies (4th condition) the same way, it is from 1.9 to 1.73 for example (5th condition). Now if all I have all the conditions met, I'd like to be on under, because I think it will go under in 95% of the cases, not just 90% as the odds of 1.1 say.

So I would need

- more then betfair odds,
- also historical odds to calculate how many times did such a opportunity "hold on" and prove to be a winning bet
- and a bunch of condition to include

Is this possible to do this with already made software or do I need some programming skills to be able to do this?

For historical thing I meant so I would take a sample of for example 1,000 matches when the same or similar situationn (with my conditions) occurred, so I would even be able to get a % of succesfulness of such a bet.

And later on I would like to be able to filter out such matches that are in live play.
