Am I Asking The Impossible?

Newbie alert before I go any further (to the forum not trading!)

I think what i am going to ask cannot be done, but if you dont ask you dont get so here it is:

I am looking for an excel system to go off to a certain webpage and download (scrape) the data from the webpage

Once downloaded I want to link the data downloaded to an BetAngel template. (both Betfair and Betdaq)

For example the data downloaded would look like this:
15:50 Ling Black Vale 11.00

I would want the automation to lay this horse, in this race 60 seconds from the off if the price is lower than 11.00

Is this even possible?
If so can anyone point me in the right direction of someone who would be able to help me get this set up?
