'In running' observers/punters at small tracks.

I am attempting to automate some horse racing 'in running' strategies.
The results vary as one would expect depending on type of race, distance, etc.
One of the biggest variables seems to be the quality of the race-reading.
At small tracks it is noticable that the odds 'in running' move very erratically. Horses that eventually go on to win are very often pushed out to large prices and vice-versa. This of course could happen in any race at any track. I wonder if I am right in thinking that the communications available and the quality if the race-reading is poorer at some tracks than others.
Any information on who is doing the race-reading, how they are viewing the races and getting their bets on Betfair (TV, exclusive comms lines, mobile phones etc.) would be appreciated. Also, does anyone have an opinion on tracks to avoid for 'in play' betting?
