There are specialist dealers in France that do SKY subscriptions which can include ATR. These can be a lot more expensive than what a UK subscriber would pay though and you'll have to research for yourself the legality as it may be a grey area
However to subscribe from the UK you need a SKY card for which you 'officially' need a UK address. Some people outside the UK buy a SKY box cheaply from the UK eBay and look for ways to buy a Sky card so that they can get ATR too.
In either case you'll need a satellite dish pointing to the SKY satellite (I think its 28 degrees east) - which is a different satellite to those which carry French channels.
