In play automation fully matched lay liability at best price

Would it be possible to create automation that places lay bets at fixed liability insurance on in play race market on 1 horse only and if the lay bet is not fully matched places another lay bet at the best market price to fully match your fixed liabity.

I created the automation rule but it only matched small amount of my stake as prices jumped over my stake.

Any help would be greatly appreciated.
