The betfair starting price is a price that is generated when a race goes off/in play. I assume as I am not 100% they use all back and lay orders to reach a starting price.

Taking starting price can be helpful for a number of reasons.
Security to stop going in play.
allow you to take a long term view on a price and leave it.
