Fills, kills and rearming

If I have a bet that's on a 2 second fill or kill, and I rearm it every 2 seconds. Is there a nano second where I might have 2 bets in the market? I know I could rearm it every 3 seconds but if I do that, i'm not in the market for 33% of the time. I'm about 1.01 that the answer is 'no'
