where are in-play horse markets?

I've been on betfair for two years but never actually used it much. On a trial of BA now.

Perhaps I'm confused. Right before the start of a race all bets closed. Are we not able to bet on races once they are already in play?

If should turn inplay at that point unless you are betting from a restricted country.
