Need to add a condition to this bat file

I am trying a slight different approach, trying to only back a horse if I can get three ticks above the current market value when rule starts (12 minutes into race). I thought I had added a condition that would mean the lay part of the bet is only activated if the back bet is placed, but it isn't working, what I have done wrong?

Dallas, have made the change but nothing seems to be happening, could you just check the bat file to see if it should run correctly in your opinion.
