Do the offsets count as a matched bet?

Hi,
The question is in the subject really.
Does an offset bet count as a matched bet when using the matched bet conditions?
Providing the original bet and offset are both matched of course.

An offset bet enters the market as an unmatched bet. But of course it could be matched at some point from the moment in enters the market onwards.
